This section explains how UNEAR complies with the European Digital Services Act (DSA), adopted by the European Union to make the online environment safer, more transparent, and more accountable.

  1. Purpose of the DSA

The Digital Services Act (DSA) establishes a common framework for digital platforms and services operating within the European Union.

Its goals are to:

  • Ensure a safe online space for all users

  • Combat illegal or abusive content

  • Strengthen transparency in moderation decisions

  • Protect users’ fundamental rights (freedom of expression, data protection, fairness)

UNEAR fully adheres to these principles and is committed to fulfilling the obligations that arise from them.

  1. UNEAR’s responsibilities

As a community platform, UNEAR acts as a digital service intermediary within the meaning of the DSA.

As such, we commit to:

  • Providing clear reporting tools for any illegal content or content that violates our policies

  • Reviewing each report diligently and impartially, in accordance with our Moderation Policy

  • Informing the user concerned of any removal, suspension, or restriction decision, along with the reasons behind it

  • Offering an accessible, free, and fair right to appeal in case of disagreement with a moderation decision

  • Publishing transparency reports on moderation and report handling, in compliance with DSA requirements

  1. Illegal or abusive content

The DSA requires platforms to act promptly when content violates the law (e.g., hate speech, promotion of terrorism, defamation, etc.) or breaches internal usage policies (e.g., violent content, harassment, misinformation, etc.).

UNEAR applies these principles through a combination of human moderation (an internal team dedicated to safety and compliance) and technical tools designed to assist in detecting and reporting problematic content.

  1. Transparency and communication with users

In accordance with the DSA, UNEAR commits to:

  • Notifying users of any content removal or restriction, specifying the reason and available appeal procedures;

  • Clearly informing users about moderation policies and applicable rules (publicly accessible via the website and app);

  • Regularly publishing aggregated data on reports received and actions taken, to foster transparency and trust.

  1. Cooperation with authorities and priority reporting

UNEAR cooperates with the competent authorities of EU Member States under the DSA. UNEAR also responds to valid legal requests from authorities, in compliance with data protection regulations (GDPR) and the safeguards established by European law.
